The Animal Welfare Board of India is a statutory advisory body on Animal Welfare Laws and promotes animal welfare in the country. Established in 1962 under Section 4 of the Prevention of Cruelty to Animals Act, 1960 (No. 59 of 1960), the Animal Welfare Board of India was started under the stewardship of Late Smt. Rukmini Devi Arundale, well known humanitarian. From ensuring that animal welfare laws in the country are diligently followed, to provide grants to Animal Welfare Organizations and advising the Government of India on animal welfare issues, the Board has been the face of the animal welfare movement in the country for the last 50 years.
The Board consists of 28 Members. The term of office of Members is for a period of 3 years.
CONSTITUTION OF ANIMAL WELFARE BOARD OF INDIA
The Animal Welfare Board of India, the first of its kind to be established by any Government in the world, was set up in 1962, in accordance with Section 4 of the Prevention of Cruelty to Animals Acts 1960 (No.59 of 1960).
Shrimati Rukmini Devi Arundale pioneered the setting up of the Board, with its Headquaters at Chennai. She guided the activities of the Board for nearly twenty years till her demise in 1986.

He is a well known face in the field of Infrastructural Development i.e. Urban Development, Housing, Land Acquisition, Environment & Forest, Regulatory and enforcement functions, Traffic & Transport, Agriculture with special emphasis on Organic Farming, Animal Husbandry with special reference to Cow Wealth Protection and Samvardhan, etc.
Presently he is the Chairman of Animal Welfare Board of India, Ministry of Environment, Forest and Climate Change, Govt. of India. He has served for more than 25 years out of 35 years of his administrative service in the field of Urban Development, holding key positions in Delhi NCR such as Deputy Commissioner Municipal Corporation Delhi (MCD), Additional Transport Commissioner-cum-Flying Squad Officer, Haryana at ISBT, Delhi, Director, New Delhi Municipal Committee (NDMC), Director in the Ministry of Urban Development, Govt. of India and in Haryana as Administrator (HUDA) Gurgaon, Divisional Commissioner, Chief of Housing Board Haryana, & various Municipal Corporations/Committees in Haryana i.e. Faridabad, Panipat, Narnaul etc. Lately he has been Director General of Haryana Institute of Public Administration (HIPA), a premier institute of the country imparting training to civil servants i.e. IAS, IPS, other all India service officers, Haryana Civil Service Officers and other services of the state.
He is widely known as Architect of Millennium City, Gurgaon as he was instrumental in bringing Metro connectivity in Gurgaon, creating Multi Road connectivity to Delhi. His tenure brought in unprecedented boom in the Real Estate Prices in Gurgaon due to meticulous Planning & Execution of innovative strategies, plans & policies which resulted in Record Revenue of Rs 1800 Cr in one year for HUDA by Auction of Commercial Sites as against Rs 300 Cr in 30 Years since inception. As Chief Administrator, housing board, Haryana, he introduced a very innovative concept of Rural Housing in the state of Haryana by launching a Rural Housing Pilot project at Madlauda (Panipat).

He is a great educationist. After his retirement, he contributed as Vice Chancellor of Maharishi Markandeshwar University (MMU) Ambala by launching the University at Global Scale. The University launched various programs in multi discipline.

He is socially Active, Founder Chairman of “People’s Voice” an International NGO. At present, he is fully devoted himself for welfare of Cow-Wealth and is looking after Kamdhenu Gowdham (Bissar-Akbarpur, Mewat, Haryana) with his better half Mrs. Shashi Gupta who is President of the Gowshala. He is also undertaking a very prestigious Project of “Kamdhenu Arogya Sansthan” in the said complex where a Nature Cure Center, Senior citizen shelter home and Yoga Center is being setup, the foundation stone of which was laid by Hon’ble Chief Minister of Haryana recently.
He is regularly giving lectures on various subjects regarding woman empowerment, moral values & ethics and how to live a stress free happy life etc in various training & educational institutes and other social gatherings.
Recently towards woman empowerment he was instrumental in setting up a Kamdhenu Sewing Training Centre at Kamdhenu Gowdham, Bissar Akbarpur, Nuh in collaboration with ‘Mahavir International’, Gurugram, where six month training is imparted to poor rural women, so that they can earn their livelihood.
